The New York State Laborers' Union represents over 40,000 members employed in the construction industry and other fields throughout the state.

It was announced on September 19, 2013, that Signal Restoration Services, a contractor who helped clean up three public hospitals damaged by Superstorm Sandy was ordered to pay over half a million dollars in back wages, according to the New York State Attorney General's office. This was an organizing victory for Local 79 and the Laborers’ Eastern Organizing Fund as the contractors have since been working with them to ensure good and fair practices.
Signal Restoration Services was contracted to clean up Bellevue Hospital Center, Coney Island Hospital and Coler-Goldwater Hospital, but brought in subcontractors to do the work. The workers on the job were entitled to receive a prevailing wage of about $17 per hour but received only $10 to $12 per hour.
Signal has been ordered by the New York State Attorney General to pay $512,026 in back wages, contributing to the more than $2.2 million that has been recovered in back wages since Superstorm Sandy.
